This is a good idea for a kid's story. It's very concise and simple, which is good. However, a few things would improve it:It's confusing to say that the boy needs to clean his room so his mother can clean it. The bit about the spring cleaning and the mother is unnecessary, and a child reading the story isn't going to distinguish between spring cleaning and regular cleaning. It would be more realistic if she just told him to clean his room because it was out of hand. Along the same vein, it seems odd that the boy was so messy and the mother was unaware. ("She was shocked!")

The language seems formal, due to your decision to use no contrations. This doesn't seem right, because the vocabulary level you're using (demanded, informed) is much higher than that. The story is cute, and would benefit from more informal language.

The ending, sadly, is a letdown. He never figures out that the cat tricked him, and he never learns anything from the experience. He just gets an ice cream cone, and hence has no reason that "he never again let his room get so messy" - making that both unrealistic and saccharine.

However, with a new ending, this story could probably be published.

I'm on fanfiction.net, and decided to give this story a try. Kind of funny, now that's really children! For me, children's stories are more... I don't know, "Young adult" -ish or "Independent Reader" -ish. But, nice, funny little moral, perfect for a little kid. Where'd you learn to be so good at things like that? Those are hard!
