I really like this. Especially "His gray hoodie soaked through" - it's just enough detail without being flashy. I love how simple it is, and yet I feel as if I'm the girl, feeling her lover's touch. It makes me think of the one I love, and how easily I can see us being in a situation like this.

remind me of the day last fall in the rain... it took me a couple times to realizes you meant fall the season. Maybe change it to autumn?

the anticipation of the rain... I think you meant this like personification that the rain was anticipating the kiss? But it sounded like you guys were anticipating the rain, which doesnt make sense because it's raining

Other than that I really liked this piece. You could see the whole thing happening and the idea of the rain mocking you was really well done.
