I'm not entirely certain what the meaning of this poem is, like you say, however, I'm not good at deciphering poetry anyways. :) I think it could have some meaning, the language is very lovely, and there seems to be some underlying message. I like the repetition of the water washing over the tide, an intriguing concept. Perhaps you could write a story based upon this poem that helps it make more sense?
