This sounds a lot like The Giver by Lois Lowry. Have read it before? If not, you should. It is pretty good. Also, the crminal's name is Alex Rider, also a character in a book by Anthony Horowitz. Other than that it is really good.

The idea sounds great, a little too similar to City of Ember. Your writing style however isn't well. Your sentences have no fluency, they're very choppy. You could also do better to describe the setting and characters.

I do like where this story is heading, but in my opinion Alex should not be so emotional. Well, I think so, but it is your story anyways and you know what's appropriate for it, besides the fact that its a romance.

Anyhow, it is a great second chapter. I love how the story is fluid in its terms.

Changing topics a bit drastically here, I do agree with you about the other review. That was totally rude, but one can't help but deal with rudeness, right? Just keep writing, you have no need to please others. As long as you are happy with your story, then it is deserving of ovation.

I think this is a great start! Great way to introduce both the society and the main character. Keep it up, I want to read about Alex already. I'm pretty sure he's a badass, but in an awesome way of course.
