Sir,
It is our belief that the Evolution Project should be continued, despite the escape of certain subjects. The rebellion is being handled by our best and most trusted agents, and we believe these rebels will be quashed, and quickly. We understand your hesitance in continuing, but this little disturbance will not, and cannot interfere with the great work the Evolution Project has done to this day. With the continually advancing technology of the time we can only improve the serum and the training.
Our suggestion to you, Mr. President, is that the funding be lessened and subjects more selectively chosen. Only those closet to you, and most loyal should be trusted with the knowledge of the Evolution Project. The security of the nation relies on you, Mr. President and this project.
