CHAPTER ONE
Lafayette is a city on the Vermillion River in Louisiana. According to Wikipedia, it's population is approximately one hundred ten thousand, two hundred fifty-seven. Scott, Louisiana is a suburb of Lafayette with a population of seven thousand, eight hundred seventy. As the well respected Chief of Police has written on the police department's website, the staff of the Scott City Police Department feel that to truly be effective in providing the citizens of Scott a sense of security, safety, and a good quality of life that everyone in Scott can be proud of, they must go beyond the traditional law enforcement.
