Starting off an action story--while the most obvious and preferred answer is to start with an action scene, but it might be best to be subtle with that, focusing more on delving into your character(s). Talk about what weapons they use, if any, maybe how they fight, or how they learned. I usually start mine off with a bit of thought, dialogue or narration about the character before jumping into a fight.

I agree with Wolfie. Its best to introduce your characters first, so readers will care about the action. If you must start with action, make sure its good. There's nothing that'll kill a story faster than a bad opening scene.

Action?Do you mean like a fighting scene?There was a book called "Get a life!" and they started it by mentioning all the characters and what there roles in the story.If that's what you mean it seems a bit boring to me.

Example:My name is Cindy,I have a sister name Carla,she 16 and likes to play piano.She is what I call a nerd...blah..blah..blah....

And goes on talking about their family.That book really bored me out.After all the intro,then they started with the story.

If that's not what you meant...then I'm sorry I got the wrong point,but anyway thanks for the tips.

I think these two are above that kind of description. Probably much more creative ways of character introduction for them - haha I can't think of any off the top of my head but I worship you both so I know it's not beyond you.

Show your character doing something that show's a bit of their personality. If its a romantic character, have him buying a gift for his girl friend or something. Then have something happen that starts the action off. Having someone important to the main character get kidnapped is an example of getting the action started. That's pretty cliche, though, so I suggest you think of a more creative idea than that.

Action can be a fight scene, but it doesn't have to be. Stealth scenes are about avoiding combat, but that's still action. Gun battles are action too, and so are chase scenes. Just pick what you need for your story. The worst thing you can do is have random battles that don't advance the plot in any way. Make sure there's a reason for it.

Car chase. Pull a Dirk Pitt. Lol. I haven't read your story, but Does your main character have a girl? If so, give em' a little down time, then pull it out from under their feet. Lots of guns would help. :D
