Yes, you have to pay to enter their contests. No, you can't enter all contests if you're not an RWA member, but some are open to non-RWA members and the cost tends to be 5-10 dollars more. But if you're really, really serious and you think you're ready to make the next step past fictionpress, start checking them out. Also, if you want to self-critique or be a better reviewer, check out the contest sample scoresheets, and use one of those to judge any writing you read. Miss Snark - Read her. Live her. Love her.
