Historical glory and then the wasteland of transition...
The capitalization and the emphasis on the words seem harsh, which correlates nicely with the wintry images, like the iced-over ocean (well, harbor). I don't know if there is a specific term for it, but I particularly like how the lines are cut, the spacing and the division of stanzas and single words.
They are gray ghosts, wisps of cold wind, forever suffering in that peculiarly Russian way.
