Tori, I think they meant that a dictator reflects the extreme moods of the people at the time (think Hitler or Stalin). But I could be wrong.

Very, very short. But also quite effective. Only talented writers could write so little and say so much. Very impressive, I also like your thoughts on the dictator. "Just a mirror." Great last line to finish the poem with a bang. Bravo!
