Sorry it took me so long to review this!
This was really great, and made me giggle. The beginning, the introduction to Anna and the Hills and everything, like the other reviewer said, paints a great picture of what the community is like. I know a few people like Anna, I think people will be able to relate well to the narrating character.
My only slight criticism is that the ending seems a little abrupt. It's not a big deal though, and it didn't effect how much I enjoyed the story.

I like the way you state Anna likes animals then back it up with the example of the collie being allowed to do anything. It sets her up well without labouring the point.
Your style is wonderfully informal which works well for this type of anecdotal story- refrigerator boxes, public urination and so on all create a really rounded picture of the community.
This is probably my favourite line in a story for a long while- '"Why?" I demanded on our way home, with Anna's angry shouts still ringing in our ears. "Why, Scott? Why would you hypnotize the neighbor's poultry?"'
I think you set a wonderful picture of the characters and location but you rushed the ending. It all seemed a bit brief. I like the punchline though.

Parts of it really made me laugh out loud. It was very humorous and well-written. I enjoyed it, and I'd actually like to see more anecdotes about Anna.
