Never. Ever. Ever. Ever. Put flour on a fire. Especially a grease fire. It will EXPLODE. No water, either.
Just smother it. Baking soda (not flour!) works because the CO2 suffocates the fire. If it's confined to the pan, though, it's generally faster, easier, more effective, to just put a lid on it.
