I'm guessing that the people fleeing and hiding are a persecuted religious minority from the imagery of "Beckoning crosses", "safe heaven", and "One burning hot inferno". Either that or an air raid shelter.
I like how the imagery you used made the era ambiguous. The scenes describes could just as easily portray a minority group trying to hide or an enemy nation being bombed. The third line was especially nice. Its as if the target of persecution is part of a condemned group or perhaps it's from the viewpoint of the people hunting/bombing said group.
By the way, what era and group were you meaning to portray in this poem?
