An excellent chapter, where all the groundwork of the previous ones come together to set the stage for what follows. An enjoyable read.

Another productive addition to the project as personnel are gathered. Looks like post apocalyptic Europeans have harshly reversed their views on retirement. Instead of early retirement for the fortunate... the harshest kind of retirement for everyone... and way too early. Plenty of incentive to get out of town and join the project. Looking forward to what follows.

Think it sounds better as: A man sat as a passenger inside

People think that seeing the word 'said' is boring and tend to add a lot of tags, but again, this weakens the dialogue. Not only is the attention torn away from what's actually said to the tag, it shows insecurity to yourself as a writer because you don't trust your own dialogue to convey the emotion.

This is a good example of a redundant, necessary dialogue tag. “Questioned” is what police do; it’s a synonym for “interrogated”, not “asked”.

Hmm, yes. Things do look really grim for the surviving remnants of humanity. The recruitment drive across various locations adds up perfectly, and one location in particular evidently has even fewer options than some. It will be interesting to see how it all comes together. Looking forward to more in due course.

A darkly interesting start, with just a spark of light to guide the characters forward toward hope. Looking forward to observing where this story might lead.
