Prologue
In the distant (or perhaps not so distant; who can say?) past, there occurred a sort of uprising. The secret world of the supernatural (mainly the vampires) no longer wished to be so hidden. They wanted to come out into the open, to be able to walk the night streets just as mortals do, only without having to powder their skin so it didn't gleam so, or to hide their luminescent, jewel-like eyes. They wanted no longer to have to pretend to be something they were not just to go into a club, or some small café. They wanted to be known.
With such thoughts in mind, a small group formed to lead this massive "coming out of the closet," and they called themselves the Nightravers. After this emergence (and the initial shock of the mortal community), many talks and debates were arranged, of peace and tolerance, and finally an agreement was reached, quite simply because of the tremendous number of formerly unknown vampires. This agreement was an acceptance of the supernatural populace, but there were a few… "conditions."
All paranormal individuals would be registered.
Vampires wouldn't be allowed to just go around draining people to the point of death; donors would be arranged, with several strong mortals watching over the feedings to make sure no vampire took more than the donor's body would allow without death.
Academies would be established to ensure that all paranormal entities knew of their race's history, as there were several orphaned fledglings.
To monitor the preternatural population's growth, all such beings were required to fill out a lengthy form and await its approval before engaging in any sort of act that would result in another member of the race, be it by the simple vampiric turning or the old-fashioned intercourse.
No one knows, really, why the "darker half" tolerated all these limitations, but they did. The agreement was sanctioned and went into effect immediately.
Perhaps the Nightravers had some sort of scheme planned, to make the mortals believe the supernatural could be controlled, then turn on them. Perhaps not. Who knows? This, however, is not their story.
