Name of Colony: The Mutual Administration of the Western Plainsman

Name of Founding City (if different): Ikarius

Location of Founding Colony (Latitude by Longitude and description): (4,17) building a castle near the mouth of the river. Three towns also, (3,16) (3,17) and (5,17). Agricultural and residential with a military outpost in each.

Administration (how its run, what kind of government): The Western Plainsman have an extreme social mobility in their society. On paper it looks like a Consensus Democracy; but in actuality, due to the nature of the people and the intricacies of certain bureaucratic systems, it more closely resembles a Kleptocracy. The chaos of this political system creates an uncertainty regarding your economic status; after all, it could be different tomorrow. While it is entirely libertarian it is also entirely authoritarian. For instance the state will require you to complete one task, but how it is completed, and what you do on your free time is nearly uninhibited. Everything is controlled using the power of three. There are three branches of government in which there are thirty seats. There are three social classes; the administration, the military, and civilian. The administrators have the most money, but have the least safety. The soldiers have the most safety, but the least freedom. The civilians have the most freedom, but the least money. No, that wasn't a typo; it is safer to be in the military than to live within the nation its self. The military is an enforcer both of foreign policy and the law, though often are under orders given by corrupt officials and or officers. Administrators serve for three years before either becoming a civilian or being voted back into office. Economic class is relative and unstable; fraud is more common than uncommon. Merit is rarely rewarded because of a cynical distrust of public works and positive images. Instead cunning is an inherent tool of survival. Religion and spirituality are generally an impossibility, though most accept the occult as necessary for a fast track to power.

History of Expedition (how it got started): An entire branch of the previous administration started a separatist movement taking about an eighth of the population and much of the military across the continent. This group saw the opportunity for greater exploitation of the people with their opponents out of the picture. Ironically, the entirety of this branch was replaced via assassination or impeachment during the formation of the other two.

Population (remember that a food icon supplies enough food for 7500 people): 28,000

Composition of Expedition (What kinds of people were sent, how prepared are they?): 2:4:8 Administrators, military, civilians. Many tradesman and entrepreneurs came seeking an opportunity to amass wealth. Of the Civilians 20% are corporate entrepreneurs, 30% are criminals, 10% are prostitutes, 30% are workers who may or may not be employed, 10% can not be classified.

Equipment upon Arrival (Anything out of the ordinary like ships, weapons, machinery): All soldiers are fully armored and equipped but no siege weapons have been built.

Technology Level: Medieval

-Important Technologies: N/A

Magic System: Runeology/Occult

-Capabilities: The ability to imbue people and objects with magical runes: The ability to perform demonic rituals

-Weaknesses: Each rune comes with a curse, each ritual with a price. The price the Plainsmen paid as a whole for Runeology was the promise of eternal chaos and strife.

-Effects on user: Some are biological in nature, others are arcane. Soldiers are chosen at birth and are tattooed with runes that make them larger, faster, more resistant, etc… Because of this soldiers are mentally unstable and will often turn on their comrades on the battle field. They are often bent to the whims of politicians and are used as blood to be spilt for more power or money. When these things do not occur however, these soldiers are indomitable and become bloodthirsty monsters on the battle field harnessing biological enhancements, arcane magic's, and training from childhood.

Basic Info: The existence of this society is one hundred percent dependant on exploitation, greed, and moral flexibility. The most similar example of this would be American civil service in the 1800's: The fire department only exists as an excuse to loot your house. The most lucrative way to make a living as a civilian is to run a massive corporation. Of course corporations can never grow too large because they are often so oppressive to their workers that it is less attractive and rewarding than petty crime. The middle ground of this of course would be organized crime; moral of the story, everyone is a criminal. There is however one very popular profession that is not illegal; prostitution. Foreign policy is difficult due to the fact that no one will agree on anything. This is a problem in general, but more so when dealing with a foreign power as treaties are not capricious subjects. Daily life is for the most part lawless except for a few ridiculous, but loosely enforced laws. The most organized section of the nation is the military, most of whom have been transformed into mindless killing machines. The secret police, who have the least runes placed on them, make arrests out of convenience. Due to the lack of incentive to maintain prisons most of those arrested are either sold corporations as slaves or killed on the spot. This also works as an effective statement maker.

Looks good. I'd like to see more about the magical weaknesses of the various runes, but that isn't serious enough to impede admission. Approved.

The descent of Griffins could only mean one thing... The journey was over. A group of bureaucrats argued while civilians started marking land as their own. Farmers fervently tested the land for good soil thinking of profit before they even had a home. Those at the end of the long trail of weakened bodies watched the infantry carefully, and as expected they started to move out. More land was to be had, the eager travelers moved their tired legs forward. One question was on everyone's mind, "when can we build an entertainment district?"

Kronev marveled at his creation, "This brothel will be an enormous contribution to the city; I hope it will become the center of vice, blackmail, and trade dealings." Satisfied he glanced south and saw the growth of a beautiful society. People viciously coerced a lower price for their meal, money split forth as the depraved attempted satiation. Truly this will be a wonder full place to live...

"This is b***!" A male bureaucrat stood up and rose a document filled hand. The current orator retorted, "These methods are proven to work; there is risk involved sure, but the payoff is great. We have done this a hundred ti-" Before he could even finish another bureaucrat chimed in, "Why do you think we broke off in the first place? We shouldn't even be associated with the old order! We should be called a new Ikarian nation!" Chaos erupted as hundreds of politicians shouted over each other.

The two watchers replied unaffected, "No sir; However, three bodies were found in proximity to Senator Odess' residence, nothing was identifiable." The woman sighed and wiped her brow, "My assistant will give you your payment, you may go." She then began to write, surely with a few amendments she could gather support for this bill...
